Leo is a seasoned economic development and government relations professional with vast experience in helping companies implement and measure their international business goals. Currently he serves as the Deputy Head of Invest Hong Kong’s New York office where he guides U.S. companies interested in entering and expanding into Asia by leveraging Hong Kong as their springboard. In this role, he focuses are on the consumer products, tourism & hospitality and creative industries.
Previously, Leo worked as a Government Contracts and International Relations Associate at the Business Council for International Relations (BCIU) in New York City. Leo’s international experience includes serving as a Competitiveness and Innovation Advisor for the Caribbean Export Development Agency as well as a Trade and Investment Policy Specialist at the Dominican Republic Export and Investment Center. During this time, he participated in the negotiation and implementation of various free trade and bilateral treaties in addition to the creation of facilitation programs aimed at improving the ease of doing business in the Caribbean.
He has worked extensively with public and private sector stakeholders around the world addressing international trade and investment issues, and facilitation. Throughout his career, Leo has coordinated investment missions and executed business programs in over 40 countries. As part of his community involvement he collaborates with People Theatre’s Project (PTP), a vibrant non-profit that raises awareness of the shared struggles of under-represented communities (primarily immigrant Latinos) through collaborative theater making; where he serves as part of the board of directors.
Leo received his Bachelor of Arts in International Relations from Boston University and his Juris Doctorate from Universidad Iberoamericana in the Dominican Republic.
